A memorial cross will remain in place at the National September 11th Memorial and Museum in New York City. A three-judge federal court panel ruled today the cross located at Ground Zero is "a symbol of hope" and historical in nature. The ruling is a blow to a group of atheists who had filed suit to have it removed. The 17-foot-tall cross was put together by first responders from steel beams that were found in the rubble of World Trade Center's North Tower.
